Recientemente
hemos tomado conocimiento que la Revista Free Medical Journals
ha eliminado nuestra revista Latinoamericana de Medicina Nuclear,
Alasbimn Journal, que es una publicación sin costo
en la Internet, de su lista de revistas médicas publicadas
sin costo. Nuestra revista había sido incluida en este
listado desde hace algún tiempo y creemos que el hecho
de haber formado parte de este importante listado ha sido
un factor contributorio importante para el éxito de
nuestra publicación, que actualmente tiene en promedio
de más de 7.000 visitas por mes. Consideramos esta
decisión como injusta y discriminatoria ya que la característica
de gratuidad de nuestra revista se debe a una decisión
conceptual de nuestro Comité Editorial al proveer distribución
sin cargo de la información científica médica
en nuestra comunidad. Es muy cierto que esta posición
de Alasbimn Journal no es original, como lo prueba el listado
de revistas médicas gratuitas publicadas en Free Medical
Journals. Alasbimn Journal en la actualidad está en
su cuarto año de publicación consecutiva.
Este Editor en Jefe contactó inmediatamente el Editor
de Free Medical Journals, que es una publicación patrocinada
por Novartis y otras corporaciones, el Dr. B. Sebastian Kamps
(Bernd.Sebastian.Kamps@AMEDEO.com).
Con el objeto de averiguar cuales eran las razones para la
decisión de eliminar a Alasbimn Journal de su
listado de publicaciones gratuitas. La respuesta fue que el
hecho de que a nosotros solicitemos información de
inscripción antes de hacer accesible el Journal, aunque
esto sea sin costo económico, nos descalifica para
ser considerado una revista gratuita.
Este
Editor explicó que la única razón por
la cual nosotros solicitamos Inscripción gratuita es
operativo, ya que publicaciones periódicas en la INTERNET
requieren poder enviar Alertas por e Mail a sus lectores cada
vez que nuevos números son publicados. Esto es una
ventaja importante y al mismo tiempo una necesidad para el
éxito de publicaciones en Internet. En efecto, yo recibo
frecuentemente alertas por email de la revista Free Medical
Journal, la revista en cuestión (Free Medical JOURNALs
Nš 49 de Diciembre del 2001). Este Alerta es recibido porque
es necesario Registrarse, sin costo para recibir la Revista.
Por lo tanto tenemos que concluir, que Free Medical Journals
posee una Base de datos, que se generó mediante el
proceso de Inscripcion en esta Journal y que se emplea con
fines operativos. Mis argumentos no fueron aceptados y Alasbimn
Journal ha sido eliminado discriminatoriamente del Listado
de Publicaciones Médicas Gratuitas basado en el hecho
que la solicitud de Inscripción, aunque sea sin costo,
descalifica a nuestra publicación para considerarla
como una publicación gratuita, aunque no haya cobro
de dinero en esta operación.
Este
elemento es injusto y discriminativo.
1.-
El juez en este caso, el Editor de Free Medical Journals solicita
tambien Inscripción Gratuita para recibir la Revista
y también el News Letter AMEDEO. Que es, entre paréntesis
una muy buena publicación (www.AMEDEO.com)
2.-
Muchas revista publicados por Free Medical Journals solicitan
registro pagado si uno desea obtener incluso resúmenes
de artículos del último número publicado,
o de números de menos de 2 años de antigüedad.
Un buen ejemplo de esto es la revista Age and Ageing, publicada
por Oxford Publications. El lector puede obtener gratuitamente
sólo artículos que tienen más de dos
años desde su publicación. Si los artículos
son más recientes incluso el número último
es necesario pagar una inscripción. Ciertamente el
interés en este tipo de material ofrecido gratuitamente
después de dos años de publicación es
limitado. Ejemplos como esto existen muchos en el listado
de Free Medical Journals. El New England Journal of Medicine
exige Inscripción Pagada para obtener artículos
del número actual o hasta de 6 meses de publicación.
Para obtener articulos de más de 6 meses de publicación
se requiere Inscripción Sin Costo. Endocrinology, ofrece
entre otros, Sin Costo articulos de mas de 1 año de
publicación y exige Inscripción. Sin costo,
para obtener e Alerts. (eTOCs).

Age and Ageing y otros solicitan transcripciones libres sin
costo si el lector desea obtener e Alerts de la publicación
de nuevos números de la Revista. Es específicamente
la situación en que nos encontramos con Alasbimn Journal.
4.-
Alasbimn Journal es publicado gratuitamente . Los artículos
completos pueden obtenerse a través de la Internet
desde el último al primer número publicado.
Este servicio es sin costo.
Estamos
orgullosos de haber sido líderes en la publicación
de material científico médico gratuito a la
comunidad médica Latinoaméricana y al Mundo
en el área de Medicina Nuclear. Consideramos que esto
es de justicia para nuestros lectores y autores de artículos
de Medicina Nuclear. Los artículos que publicamos han
sido sometidos a revisión y se encuentran en el listado
de LILACs.
Nosotros comité editorial desde un comienzo ha postulado
que la característica de publicación gratuita
que se aplica a publicaciones virtuales en la Internet será
dentro de muy pronto la regla operativa. En este sentido estamos
en total acuerdo con el Dr. Kamps que editorializa en Free
Medical Journals Nš de Diciembre 21 del 2001 lo siguiente:

Dentro
de los próximos dos años las más importantes
revistas médicas estarán disponibles en la Internet
y se podrá obtener sin costo artículos completos.
El
acceso gratuito a publicaciones científicas tendrá
un gran impacto en la práctica médica y atraerá
visitantes de la Internet a la lectura de estas revistas.
Las revistas que restrinjan el acceso para sus sitios WEB
perderán popularidad.

en total acuerdo con usted Dr. Kamps, pero usted también
sabe que el desarrollo y la sobrevida de este concepto de
gratuidad es difícil, es una batalla contra la corriente
que debe ser librada y para eso necesitamos toda la ayuda
que podamos obtener, especialmente de nuestros compañeros
de equipo en la "Gran Batalla de Destruir al Dragón
Común".
Por
estas razones solicitamos respetuosamente, que Ud. reconsidere,
reincluir en el listado de Revista Médicas sin costo,
nuestro Alasbimn Journal. Esta solicitud se basa en
el hecho que la información obtenida del Registro sin
costo, es empleada ÚNICAMENTE y Exclusivamente para

We
have recently become aware that the Periodical Journal Free
Medical Journals has removed our Latin American Journal of
Nuclear Medicine, Alasbimn Journal, an Internet only, free
publication, from its list of Medical Journals published
free of charge. We had been listed for a while in this important
publication and we believe it has been a significant contributor
to the successful readership that we have achieved, namely
an average of more than 7000 visits/month. We consider this
decision unfair and discriminatory as the No Cost characteristic
of our Journal is determined by a conceptual position of our
Editorial Board of free distribution of medical scientific
knowledge in our community. In this iniciative we are certainly
not alone as the Listing of Free Medical Journals attests.
Alasbimn Journal is currently in its Fourth Year of
publication.
This
Editor in Chief contacted immediately the Editor of Free Medical
Journals, a NOVARTIS among other Corporations supported publication,
Dr. B. Sebastian Kamps (Bernd.Sebastian.Kamps@AMEDEO.com)
and inquired about the reason for this decision. The reply
was that the Fact that we request Registration Information
before downloading the Journal, even if this is free of charge,
disqualifies us from being considered as a Free Cost Journal.
This
Editor explained that the ONLY reason why this information
is requested is OPERATIONAL, as a Periodical Publication in
the INTERNET NEEDS to send e Mail Alerts to its Readers
when a New Issue is published. And this is an important
advantage and at the same time a requirement for success in
Internet Publications. As a matter of fact I receive frequently
e Mail Alerts from Free Medical Journals (Journal Alert #49
of December 20, 2001) and this has to be generated with an
e Mail Listing of its Readers that Free Medical Journals keeps
for its Operation and Diffusion. My arguments were not accepted
and Alasbimn Journal was delisted on the grounds that
Requesting Registration disqualifies our publication as a
Free Publication.
This
argument is unfair and discriminatory.
1.-
The judge, in this case the Editor of Free Medical Journals,
requests himself Registration information in order to receive
the Journal and also the AMEDEO News Letter. As a matter of
fact an excellent and useful publication. (www.AMEDEO.com)
2.-
Many Journals published in the Journal request Paid
Registration if you want to Download even an Abstract of an
Article that is Current or earlier than 2 years old. A good
example of this is the Journal, Age and Ageing, an Oxford
Journals on line publication. The reader con download for
free ONLY Articles that are 2 years or more old. Certainly,
the interest on this material is limited. Examples like this
are many. The New England Journal of Medicine requests Paid
Registration for downloading of papers current or 6 month
old or less. For downloading of papers 6 month or older there
is required to Register, free. Endocrinology, among others
offers free one year or older papers and requests Registration
for e Alerts (eTOCs).

Age and Ageing and others request Free Registration if
the reader wants to receive e Alerts of the publication of
new issues of the Journal.
4.-
Alasbimn Journal is a free of charge, full articles download
Journal since the First Issue. It is free of charge for Current
and old issues and we are proud of having been able to be
leaders in the distribution of medical, scientific knowledge
to the Latin American Medical Community and to the World at
No Cost. This is fair to the Readers and Authors of our Nuclear
Medicine Articles. The articles that we publish are Peer Reviewed
and Listed in LILACs.
We
have always strongly believed that this characteristic of
GRATUITY, when applied to Virtual Internet Publications will
eventually become the rule. In this sense we fully agree with
Dr Kamps in his Editorial of the Dec 20,2001 Issue of Free
Medical Journals.

be available online, free and in full-text. The access to
free scientific knowledge will have a major impact on medical
practice and attract Internet visitors to these journals.
Journals that restrict access to their Web sites will lose
popularity.
